(Studio) European security conference begins in Helsinki, Finland, with representatives from Soviet Union, E. Europe, Canada and US. To better relations between E. and West and establish permanently boundaries set after World War II. Thorniest point not on agenda.

(Warsaw, Poland) Troops in Communist Europe greatly outnumber NATO (North Atlantic Treaty Organization) troops. Polish army is huge military force and may be backed up by Communist forces. West European countries fear for security with NATO (North Atlantic Treaty Organization) troop count. Armed confrontation theories must be changed if Russia and American agree to reduce forces. Security talks and troop reduction talks in Vienna must stress this.
