(Detroit, Michigan) Ronald Reagan's refusal to address NAACP (National Association for the Advancement of Colored People) convention earlier this mo. said taken as sign of insensitivity by blacks. [NAACP (National Association for the Advancement of Colored People) executive director Benjamin HOOKS - tells delegates to raise hell.] Majority of black delegates reported drafting resolution calling for convention to let Hooks speak; details given. [Delegate Charlita BLAIR, HOOKS - comment.] [REAGAN - campaigns.] Reagan's efforts to mollify Hooks noted.

(Detroit, Michigan) Ford-Reagan meeting examined; Ford said urging selection of either George Bush or Don. Rumsfeld. [REAGAN - denies offering job to Ford.] Final list said consisting of no more than 4 people. [REAGAN - says he hasn't made decision yet.] Richard Lugar reported maintaining that he's still being checked by Reagan's staff.
