(Nantucket Island, Massachusetts) [Patrolman Stephen COMATIS - describes accident.] [Admin. Cape Cod hospital, River Michael FALCK - announces passenger Pamela M. Kelly in serious condition; partially paralyzed.] [Senator Edward KENNEDY - expresses concern for nephew David and others injured in accident.] Nantucket police charge Joseph Kennedy with negligent driving. Another passenger, Mary Schlaff, in good condition at hospital.
