(DC) State Department's response to Brezhnev's letter outlined; effect of Afghanistan and Belgium's reluctance to install missiles on Brezhnev's attitude discussed. September meeting between Secretary of State Edmund Muskie and foreign min. Andrei Gromyko said dealing with subject, providing that events in Poland allow that meeting to take place.
