(DC) Calls for census recounts from cities worried about losing cong. seats and federal funds examined; number of lawsuits pending mentioned, cities involved listed on screen. Census Bureau director Vincent Barabba's response outlined. [BARABBA - comments.] [Los Angeles Mayor Tom BRADLEY - comments on lawsuits.] Efforts by New York City to counter what they feel is bureau's undercount noted. [New York City Mayor Ed KOCH - comments on Barabba.] [BARABBA - notes bureau's budget overrun.] Further overruns considered.
