(DC) Probable victory of Reagan budget program said echoed by Senate majority leader Howard Baker. [BAKER - thinks budget resolution is of historic proportions.] Pol. positions of Senators Edward Kennedy, Howard Metzenbaum, Don. Riegle, and William Proxmire noted. [Senator Lowell WEICKER - comments on Americans being the guinea pigs of budget plan rather than President Reagan, Treasury Secretary Don. Regan or OMB director David Stockman.] Current status in Senate of administration's budget fight and anticipated battle over tax cut proposals discussed.
