(Syracuse, New York) Scenes shown. United States restraint of USSR , to avoid war, said theme of Haig speech; called Reagan administration line. [HAIG - said USSR and its surrogates threaten West] Hecklers heard protesting. Haig said assured of US victory in winning battle for minds. [HAIG - says USSR system shows spiritual exhaustion.] Audience said generally enthusiastic, despite presence of (shown) demonstrators. El Salvador issue noted.
