(DC) Budget effect on National Council on the Arts reported Mtg. shown. [National Endowment for Arts Livingston BIDDLE - recalls flourishing of arts in past 15 years] Cut in arts fund in 1982 noted, figures given. Programs affected listed. [President Assistant Aram BAKSHIAN - says administration urging greater private sponsorship of the arts.] [BIDDLE - doubts success of effort.] Congress predicted not to restore funds lost in budget cut.
