(DC) State Department said confirming large number of Libyan students studying nuclear physics in US; Libyan President Muammar el-Kadhafi's desire for atomic bomb noted. Lack of explanation for United States policy cited. [Assistant Secretary State Chester CROCKER - notes Kadhafi's efforts to obstruct peace in Mideast.] Apparent role of USSR in Libya discussed.

(Fort Collins, Colorado) Attack on Libyan national Faisal Zagallai, student at Colorado State Univ., last October recalled. [ZAGALLAI - describes shooting.] FBI said warning Zagallai that his name was on Kadhafi's hit list due to his participation in demonstrations protesting the dictator's policy of intl. terrorism; arrest in April of former Green Beret Eugene Tafoya reported Tafoya's background recalled. [1965, TAFOYA - describes Vietnam war battle.] [New Mexico deputy police chief Robert SIMON - recalls hearing about Tafoya's alleged role as hit man for the government] [Betty Jo TAFOYA - denies he's a hired killer.] List of Tafoya's telephone calls and trips to Libya shown; apparent contact between Tafoya and former CIA agent Edwin Wilson noted. Wilson and former CIA agent Frank Terpil recalled indicted for conspiring to sell arms to Libya and train terrorists for Libya; both said fleeing the country. FBI reported believing that Wilson and Terpil recruited several former Green Berets from Fort Bragg for Libyan terrorism. [ZAGALLAI - expresses fear of future attacks.] Remaining questions yet to be answered outlined. Tafoya's claim of CIA link noted.
