[Flight ATTENDANT - says it's a matter of when, not if, there's an emergency.] Pilots' concern over Federal Aviation Administration consideration of easing other safety regulations cited. [PILOT - comments.] [Passengers' association SPOKESPERSON - reacts to proposal of eliminating meals and drinks.] Airlines' defense of cost-cutting outlined.
