(Studio) Reagan administration reported approving international bank loans to Chile, Argentina, Paraguay, and Uruguay, reversing Carter administration policy.

(DC) [Secretary of State Alexander HAIG - claims human rights progress has been made in those 4 ntns.] [Representative Tom HARKIN - says new policy violates the law.] Harkin's proposal mentioned; administration official reported acknowledging that human rights will no longer be criterion for sale of military weapons. Amnesty International noted rpting. that its research shows there's no basis for claiming improvement in ntns., rpting. instead that situation has deteriorated in some cases. Details given.
