(Pensacola, Florida) Congress cuts flight pay for all Navy pilots above commander rank no longer flying. Resigning young pilots triple in number. [Lieutenant Commander Gordon FAST - views Congress action as breach of contract.] [Lieutenant Commander Steve CONRAD - states anyone reaching level of Captain or above should receive pay increase rather than cut.] Embittered pilots resign. If pay cut not restored, new cadets likely to resign also. [Admiral George KINNEAR - considers Navy in crisis situation over pay cut.] Navy hopes to compromise plan with Congress
