(DC) Secretary of State Henry Kissinger and energy czar William Simon hold joint news conference [KISSINGER - says United States to hold little regard for cntrys. making separate oil deals at other oil-consuming nations' expense.] If forced to, United States can and will take care of own oil interests. [KISSINGER - says US in best bargaining - position for oil if competitive bidding becomes necessary.] Kissinger leaves for Mid. E. tonight; disengagement to be discussed.
