(Studio) House passes President Nixon's Draft Plan.

(DC) Plan seems to be dead. Senator Mike Mansfield says plan won't be sent to Senate floor this year [Senator Robert GRIFFIN - disturbed at Democrats sidelining plan.] [Senator Edward KENNEDY - cites what President could do about draft reform without Congress help. Reform needed due to those with money who can get out of draft.] Admin. hopeful lottery would quiet campuses.
