(DC) Details given about Interior Department's right to allow drilling on some federal lands in 1983-84. [WATT - thinks its bad public policy to allow oil and gas drilling on those lands.] Secretary's reaction to outcry after earlier announcement of plans to pull wilderness land from study reported [WATT - says any action in this job will create conflict. Describes own view of his image.] [Wilderness Society spokesperson Gaylord NELSON - gives Society's view of Watt's image.]
