White House said criticized by State Department in action re: rifle-carrying incident in El Salvador. [Secretary of State Alexander HAIG - says we must be even-handed, but discounts seriousness of problem.] Soldiers said by reporter not due to have been in dangerous places, as per State Department guidelines.
