REGAN - talks of cut.] Effect on cut by elevation of local taxes in some places noted. Ohio example cited. [Representative David OBEY - says increased state taxes due to deficits will eat up federal tax cuts.] [Former Assistant Secretary Treasury Paul Craig ROBERTS - blames recession on delay in tax cut.] Tax cut said blamed by some for high interest rates. [Joseph PECHMAN - faults tax cut.] [PEOPLE - react to tax cut.]
