(Studio) White House reaction to Massachusetts troop request follows.

(DC) News Secretary Ron Nessen says no formal request for troops recd.; President views on situation unchanged. In ceremony this afternoon, President signs landmark campaign reform bill. [FORD - admits having reservations over bill, but believes American people want legislature] President later leaves for Kansas City, Kansas; Ford to address Future Farmers of American convention President' speech concerns voluntary ways to beat inflation and conserve energy. Networks to carry speech, following formal request from White House to do so.
