(Studio) President Nixon meets with Republican ldrs, and says he'll send message to Congress requesting action on his legislature requests. He casts doubts on Senator Hugh Scott's optimism.

(DC) White House representatives say no optimistic progress. [SCOTT - says I'm not encouraging false optimism. Lessening of partisanship would give us better chance for progress at talks. Be glad to give out "Hurry up, Hanoi" signs.] Scott went out on limb by self.
