Houston, Texas, construction site of free-enterprise prison shown. Facility said to house illegal aliens. [Corrections Corporation of American Tom BEASLEY - says demand for his services are enormous.] Incr. in United States prison pop. noted. Prison scenes shown. Memphis, Tennessee, pvtly. built and run juvenile detention center anticipated. [Juvenile Judge Kenneth TURNER - notes advantage of private enterprise.] [Vice President, E.F.
