[WOMAN - recalls heavy erosion.] Inability of communities to get federal restoration funds due to budget demands examined. [Army Corps. of Engineers Colonel Robert HUGHES - notes lack of new projects, funds.] Scientists' belief that beach erosion, being natural process, can not really be halted.
