(DC) Strike unavoidable since coal miners must ratify new contract before working again; process to take 10 days. [UMW (United Mine Workers of America, International Union) leader Arnold MILLER - says coal miners to strike at midnight.] Thorny issues of contract talks outlined. [MILLER - admits some progress made with regard to contract talks.] [Coal operators' negotiator Guy FARMER - discusses important aspects involved in coal contract.] Deal must be acceptable to rank and file miners.
