(DC) President Reagan's instructions to senior staff this morning concerning FBI investigation of his 1980 campaign's acquisition of Jimmy Carter's briefing papers quoted on screen, discussed; memo sent to other staff members by Edwin Meese following President's appearance at meeting noted include CIA director William Casey. [REAGAN - reiterates instructions to staff to cooperate with investigation; is available himself for questioning; will take appropriate action against anyone shown guilty of wrongdoing.] Criticism of President's alleged ineffectiveness in matter recalled.
