(DC) Senators Howard Cannon and Robert Byrd most critical questioners at Rockefeller's 2nd round of hearings before Senator Rules Committee [CANNON - believes vote indicates sense of reassurance gotten from Rockefeller after his 2nd appearance.] [BYRD - discusses reasons behind his vote.] [ROCKEFELLER - believes he'll have more trouble getting favorable vote in House Judiciary Committee than he did in Senate Rules Committee; details given.] Confirmation by both hses. of Congress appears almost certain.
