PLO (Palestine Liberation Organization) chairperson Yasir Arafat's recent solidification of power at PLO (Palestine Liberation Organization) national council conference reviewed. [ARAFAT - thinks strong Palestinian-Jordanian relationship has won.] [PLO representative Ahmed HUSSEINI - believes Arafat has strong mandate from Arab cntrys. to continue dialogue.] Pol. dilemma faced by Arafat due to lack of working relationship with Syria noted. Israel's refusal to talk with PLO (Palestine Liberation Organization) and Arafat's reputation for being noncommittal cited as ongoing problems.
