(DC) Malfunctioning and inefficiency of National Attack Warning System (NAWS) , system by which nation is allegedly alerted to any potential nuclear attack, examined; films shown. [NAWS operator Marvin KRAFT - announces system's failure.] [Duty ofr. Don GARDNER - notes NAWS chief's secretary, when informed of emergency, declined to interrupt boss on phone.] [KRAFT - suspects telephone company is responsible for alarm's failure.] [GARDNER - informs chief Ken White of system's failure while being covered by CBS News.] [WHITE - acknowledges problems.] House and White House said ignorant of system's presence at all.
