(DC) Pentagon criticism of Hughes Aircraft Company `s poor quality missile and radar production examined; Phoenix, Maverick and TOW missiles cited as exs. Status of missiles' deployment at present noted. Implications of defects and delays for debate on reliability of Pentagon's high-tech approach to weaponry considered. FBI and Defense Department investigators said examining possibility that Hughes knowingly accepted defective missile components from Minnesota subcontractor already under criminal investigation.
