(DC) Treasury Secretary Don. Regan and White House chief of staff James Baker reported exchanging job positions. [President REAGAN - announces planned nomination of Baker as Treasury Secretary, Regan's appointed as chief of staff.] Edwin Meese, William Clark, Michael Deaver noted leaving administration posts as well. Baker-Regan switch said apparently Regan's idea; details given. [Senator Lloyd BENTSEN - notes power of chief of staff position.] Deaver's role in switch mentioned. [Senator Richard LUGAR - doesn't believe changes indicate change in President's policies.] Implications of all changes, include resignations of presidential aides Richard Darman and Craig Fuller, considered.
