(Studio) Implications of Mikhail Gorbachev's television interview here, in anticipation of summit with President Francois Mitterrand, for his November mtg. with President Reagan considered involving public relations pressure on W. Europe to condemn Reagan's Star Wars and disassociate itself from NATO. [GORBACHEV - (thru translator) discusses USSR -France relationship during WW II.] Gorbachev mentioned ignoring USSR alliance with Adolf Hitler. [GORBACHEV - (thru translator) thinks United States has nothing new to present arms control process; hopes summit with Reagan is substantive; feels Star Wars resolution is crucial.] Reagan and other West leaders said declining comment.
