(Dallas, Texas) Problem of private hospitals' sending patients to public hospitals because they can't pay described. Decision by Parkland Memorial Hospital in Dallas, Texas, to change this practice reported [Parkland spokesperson Dr. Ron ANDERSON - comments on his public hospital's decision.] Hotline at Parkland for requests for transfers from private hospitals noted; audio tape played of request for patient transfer due to inability to pay. Case of Holman Price, denied transfer but sent by private hospital anyway, detailed. [PRICE - comments.] Texas regulations re: transfer of indigent patients said developed as result of Parkland's action. [Dallas-Fort Worth Hospital Council spokesperson John GAVRAS - comments.] Reaction of private hospitals noted. [ANDERSON - responds.]
