[Feb. 21, 1985, REAGAN - opposes federal aid to state and local govts. running surpluses.] President's proposed budget cuts affecting state econs. outlined on screen; response of National Govs.' Association conf., opening here tomorrow, noted. [Governor John CARLIN - notes funds are operating money, not surplus; anticipates state budget cuts and/or tax increases if federal government cuts funds.] Govs. reported asking for defense spending freeze in meeting with Reagan next week.
