[Mayor Jim REESE - says new drilling builds Odessa's economy Oil exploration occurs because of high oil and gasoline prices from foreign sources.] Shortage of tubular steel exists; pipes for drilling also short. [Drilling engineer Charles COLE - states time needed to train qualified personnel holds back production.]
