(DC) Navy Secretary John Lehman's decision to withhold some defense contracts from General Dynamics until company restructures its defense contracting system examined. [LEHMAN - doesn't like General Dynamics' attitude.] His letter of censure to Admiral Hyman Rickover (ret.), and fine for General Dynamics for co.'s gifts to Rickover described; Lehman's letter to chairperson David Lewis mentioned. [Representative John DINGELL - thinks co wasn't punished; considers Navy Department and Treasury a subsidiary of General Dynamics now.] [LEHMAN - responds.]
