(DC) Democratic party chairperson Robert Strauss says Nixon leadership, not Watergate, big issue in Michigan. Republican chairperson George Bush says high unemployment caused defeat. [BUSH - says Watergate will get better when impeachment inquiry over; feels economy affected Michigan election.] Bush doesn't forecast impeachment. [STRAUSS - warns staff not to exploit Watergate issue; says country ready for Nixon trial; doesn't say if Nixon guilty or innocent; stresses importance of nonpartisanship.] 1 Republican party leader believes Strauss.
