(Moscow, USSR : Wyatt Andrews) No summit between Reagan and Mikhail Gorbachev said set. [Secretary of State George SHULTZ - says the General Secretary apparently is not ready for a summit.] Scenes of Shultz and Gorbachev shown. United States refusal to restrict SDI/Star Wars said blamed for USSR change of mind. [USSR foreign minister Eduard SHEVARDNADZE - (thru translator) says that SDI/Star Wars should be limited to testing in laboratories and not be allowed in space.] [SHULTZ - says the letter Gorbachev says he will send to Reagan will be expected.] USSR reluctance said to be a tactic to get United States to make maj. concessions just to have a summit.

(DC: Bill Plante) Reagan's disappointment regarding USSR 's refusal to set summit date noted. [REAGAN - says he does not know why Gorbachev refused and reporters should ask him.] White House spokesperson Marlin Fitzwater's comment that President Reagan wonders if Gorbachev is getting cold feet on peace quoted. [Senator Dan QUAYLE - says the USSR is playing a game trying to get SDI/Star Wars from United States.] [CBS News consultant Jonathan SANDERS - says USSR may be having major second thoughts.] [REAGAN - says SDI/Star Wars will never be a bargaining chip and will one day make nuclear weapons obsolete.] Reagan defeats this week mentioned in relation to USSR tactics. [Senator Patrick LEAHY - says the USSR is trying to take advantage of Reagan's apparent weaknesses of the moment.] White House optimism that there will be a summit mentioned.
