Expo `74 officials unconcerned.] [General manager Expo `74 Peter SPURNEY states expo is full of excitement and fun.] Theme of Expo `74 is environmental, but exhibits don't express it enough. 4 environmental groups decide to boycott fair; reasons given. [HUBBARD - says Expo officials shun conservation groups.] [SPURNEY - insists environmentalists played major role in Expo.]
