[Soviet economy specialist Richard ERICSON - discusses changes and consequences.] Reasons for halt in construction of Soviet tractor factory detailed; scenes shown. [MAN - (thru translator) says factory has been abandoned.] Possibility of further Soviet arms control concessions due to Soviet emphasis on economy described.
