[British transportation department spokesperson Penny RUSSELL-SMITH - comments on luggage that may have carried bomb.] Mil. explosives lab noted examining suitcase and plane debris for evidence of bomb fragments. [Ex-British investigator William TENCH - comments.] Victims' families shown arriving at scene. [Victim's brother Bert AMMERMAN - wants United States to respond if plane was downed by terrorists.]
