(Studio) Some members on Capitol Hill fear Sovs. will try to gain from President' domestic problems.

(Capitol Hill) [Senator James BUCKLEY - doesn't think environmental bad for successful arms negotiations.] [Senator Harry BYRD JR. - hopes USSR realizes Secretary of State Henry Kissinger and President alone can't make binding agreements on American people. Senator concerned about additional concessions to Russians.] [Senator Robert BYRD - believes Americans should show support for President during Moscow summit.] Any agreement made by President at summit subject to Senator approval.
