[Dissident Alexander LUKESHEV - states reasons for wanting new party] USSR general secretary Mikhail Gorbachev noted suggesting multiple cands. for elecs., not multiple parties. USSR citizenry noted skeptical with regard to possibility of multiple parties. Conservatives reported using Gorbachev's tolerance toward dissidents in effort to oust him.
