(DC: Terence Smith) President Reagan's administration reported trying to overcome obstacles so that Senator can ratify United States-USSR INF treaty in next few days before departure of Secretary of State George Shultz. [REAGAN - explains treaty.] Attempts by Shultz and foreign minister Eduard Shevardnadze to get subordinates to iron out differences over verification issue noted. [Arms Control Association spokesperson Jack MENDELSOHN - says major problem is domestic problem between White House and Capitol Hill.] Issues delaying ratification of treaty outlined on screen. [MENDELSOHN - says treaty can be wrapped up.]
