(Studio: Charles Kuralt) Titan rocket carrying Navy satellites reported launched from Vandenburg AFB, California. Rocket launched last week from Cape Canaveral, Florida, reported not reaching orbit. Report introduced.

(DC: Wyatt Andrews) Hughes Aircraft company reported applying for license to launch rockets in China. [Ex-Trans. Department official Courtney STADD - comments.] Neither State nor Defense Depts. reported concerned with regard to possible leak of information to Chinese. Trans. Department reported against Hughes Aircraft's proposal. President Reagan noted deciding matter. Reagan reported encouraging private industry to launch satellites after Challenger explosion. [Space Policy Institution spokesperson John LOGSDON - comments on situation.] Reagan's dilemma discussed.
