(Capitol Hill) Colson's testimony generally not damaging to President [Representative Charles WIGGINS - doesn't think evidence exists to impeach President] [Representative William COHEN - states he hasn't decided how he'll vote on impeachment question.] [Representative Tom RAILSBACK - says at least 4 Republicans waiting to decide on vote after theories presented by committee staff.] Republican Representatives Railsback, Cohen, Hamilton Fish, and Caldwell Butler haven't yet decided how they'll vote. Actual vote on impeachment scheduled for late next wk.
