Dragseth. Manuel Noriega reported remaining under Vatican protection in Panama City, Panama. [Vatican spokesperson Joaquin NAVARRO-VALLS - urges Noriega to leave Vatican embassy.] Vatican reported asserting that it could only turn Noriega over to Panamanian government; Panamanian President Guillermo Endara quoted.
