[BUSH - says United States will maintain military presence in Europe.] Bush quoted with regard to USSR general secretary Mikhail Gorbachev. [British Prime Min. Margaret THATCHER - urges caution with regard to developments in E. Europe.] Bush noted sending Secretary of State James Baker to deliver address at Berlin Wall next week Bush reported asserting that money saved from reduction of defense budget would go to reduction of budget deficit.
