(Capitol Hill) Many Senators see trial as inevitable. [Senator Barry GOLDWATER - believes President should go before full House, make statement and answer questions.] Senator Mike Mansfield sends Rules Committee lengthy recommendations for revision of Senator's impeachment rules. [Senator Hugh SCOTT - favors Chief Justice having tie-breaking vote; Mansfield resolution takes away Chief Justice's vote.]
