[Potomac River Association TRUEMAN HASKELL - talks of recreation around river that doesn't go with refinery.] In spite of referendum, company goes ahead with preliminary building Company says have building permits and referendum not legal because it wasn't state-wide. [Saint Mary's Cnty. attorney Joseph WEINER - says confident court will uphold 2-1 vote of people.] [HASKELL says can't have clean air and water and refinery, too.]
