[Delegate Anatoly SOBCHAK - (thru translator) says Gorbachev is surrounding himself with mediocrities.] [Muscovite Andrei PETROVICH - (thru translator) says Congress talks, but there is no food.] Russian federation president Boris Yeltsin's Russian republic reported threatening to bankrupt the central government by refusing to contribute to the Kremlin.
