(Studio) President Ford considers pardons for all Watergate offenders.

(DC) Apparently 48 would be incld. in pardon. President spokesperson, John Hushen, says mail 6-1 against Nixon pardon. Cnsl. Philip Buchen denies any deals between Ford and Nixon. Spokesperson says Nixon asked to issue statement admitting some type wrongdoing. Version released satisfied Ford. Key element to pardon was mercy. White House releases letter to Leon Jaworski from assistant stating study of possible 10 offenses by Nixon unprovable criminal violations. Attys. for Nixon said impossible to find unbiased jury.
