[Public Citizen Dr. E. Fuller TORREY - says hospitals have used funds for projects other than those for which they were appropriated.] One hundred million dollars reported believed to have been misspent. [Representative Ted WEISS - says free mental health was supposed to have been provided.] [National Institute of Mental Health Alan LESHNER - comments on situation.] Solution to problem noted undetermined.
